Split disbursement directs travel reimbursement to your Government Travel Charge Card account, with any remaining amount paid to your personal bank account. That means the deposit you receive personally can be smaller than your total reimbursement without money being missing.

DTMO states that split disbursement is mandatory for DoD personnel and directs travelers to check that the amount going to the card covers the applicable charges. DTS calculations still need your review. DTMO Cardholders, Manage Your Account.

This guide covers a routine DTS voucher with an individually billed travel card, often called a GTC or GTCC. A centrally billed account is paid by the government and is a different arrangement.

Why your DTS reimbursement and bank deposit can differ

Your voucher can involve several amounts: eligible expenses and allowances, payments already received, payment to your travel card, and payment to your bank. Compare the final payment breakdown rather than assuming every dollar on the voucher should arrive in your checking account.

Here is a simplified example. Assume your final payable reimbursement is $1,500, with no advances, partial payments, prior voucher payments, debts or other adjustments:

Destination Amount
Travel-card account $1,100
Personal bank account $400
Total distributed $1,500

If $1,100 is the correct remaining amount owed on the card for this trip, a $400 bank deposit is consistent with that distribution. The other $1,100 should appear as a payment to the card account; confirm that it actually posts.

These are illustrative amounts, not per diem rates or a reimbursement estimate. Real vouchers may include advances and other adjustments. DTS displays those in its financial summary. DTS Guide 3, Chapter 7.

Does DTS automatically pay my GTC?

DTS can direct reimbursement to the card vendor through split disbursement. It calculates a distribution from your trip entries, but you must check that distribution against your actual trip charges and payments.

For example, legitimate meal charges on your GTCC may require an additional payment allocation because they are not entered as separate meal-expense claims in the voucher. The official guide specifically includes an adjustment for this situation. DTS Guide 3, Chapter 7, printed page 61.

Do not assume a submitted or approved voucher means your card balance is already paid. Review the posted payment in your card account. As the holder of an individually billed account, you remain responsible for the undisputed amount due on the monthly statement. DTMO Cardholders.

How to review split disbursement in DTS

Before signing your voucher, finish reconciling the actual trip expenses and their payment methods. Then review Financial Summary.

The official guide describes four sections:

  • Expense Summary: the voucher's reimbursable and non-reimbursable expenses.
  • Disbursement Summary: payments received or in process, including advances, partial payments and prior voucher payments.
  • Credit Summary: reimbursement and debt-related information.
  • Entitlement Summary: the calculated distribution to your personal account and GTCC.

Use these together to understand the current payment. A trip total that includes money already paid is not necessarily the amount still coming to you. DTS Guide 3, Chapter 7.

Compare the proposed GTCC distribution with your card's trip-related charges, credits and payments. If your statement covers multiple trips, reconcile the relevant transactions instead of assigning the entire account balance to one voucher.

How to change split disbursement

In the Entitlement Summary, select Adjust Disbursements. The August 2026 voucher guide describes these adjustment fields:

Field What the guide says it addresses
Overpaid GTCC An overpayment already made to your GTCC account; redirects that amount toward your personal account
GTCC ATM Withdrawal Cash withdrawn using the GTCC, excluding the ATM fee; redirects funds to the card vendor
Additional Payment Paid to GTCC Legitimate GTCC charges not separately accounted for in the voucher, such as meals; redirects funds to the card vendor

Check the revised totals after making a supported adjustment. If you are unsure which field fits your situation, ask your travel office before signing. DTS Guide 3, Chapter 7, printed page 61.

Changing the distribution does not create an additional entitlement. In the simplified $1,500 example, redirecting another $100 to the card would produce $1,200 to the card and $300 to your bank. The combined payment would still be $1,500.

Do not add a duplicate expense just to increase the payment to the card. Correct the underlying expense when it is wrong; use the appropriate distribution adjustment when the issue is where an otherwise correct reimbursement goes.

What if DTS paid me instead of the card?

First compare the voucher's payment breakdown with both your bank transactions and your card's posted payments. A planned distribution and a posted payment are different records.

If you confirm that money intended to cover card charges went to your bank, contact your travel office about the voucher and your Agency Program Coordinator (APC) about the card account. Check the payment due date and follow the card's payment instructions for any amount you must pay directly. Do not assume the system will move money from your bank to the card later.

Before paying, reconcile pending and posted transactions to avoid an unnecessary duplicate payment. If the due date is approaching and you cannot determine what is happening, raise that specific issue promptly with your APC. DTMO identifies the APC as the first contact for card-related questions and identifies CitiManager as a way to check balances and payments. DTMO Cardholders.

What if I already paid my GTC myself?

Review the payment you made, what has posted, and the card amount still associated with this trip. A personal payment can change the distribution you need, but it is not another reimbursable travel expense.

If you are still preparing the voucher, review the adjustment guidance with your travel office. The guide includes Overpaid GTCC for applicable overpayment situations. If the voucher has already been processed or the card has a credit balance, ask the APC or card vendor how to resolve the account and ask the travel office whether the voucher needs action. Avoid making an unrelated voucher change merely to force a desired deposit.

A quick reconciliation checklist

Before submission:

  • Confirm expense amounts and payment methods match the trip.
  • Check advances, partial payments and previous voucher payments.
  • Compare the proposed card distribution with the relevant card transactions.
  • Account for supported adjustments, including legitimate card-paid meals.
  • Verify the resulting card and personal payment amounts.

After payment:

  • Confirm the bank deposit and the card payment actually posted.
  • Recheck the card's remaining balance and statement due date.
  • Send voucher questions to the travel office and card-account questions to your APC.

Common questions

Is split disbursement optional?

DTMO says it is mandatory for DoD personnel. Review the allocation instead of directing all reimbursement to yourself by default.

Why did DTS pay less to my bank than I expected?

Part may have gone to the GTCC, or the voucher may reflect payments already made or other adjustments. Compare the financial summary with actual posted payments before concluding an expense was denied.

Does paying with a GTC make an expense reimbursable?

No. The card payment and the expense's eligibility are separate questions. Have your travel office resolve an entitlement question before treating it as a split-disbursement problem.
