If your Air Force TDY meal allowance is lower than the rate you found online, first check the day, the meal status, and your authorization. You may be looking at a travel-day allowance, a government meal rate, a proportional meal rate, or an adjustment for meals provided at no cost. A lower amount is not automatically an error, but it should have an explanation that fits your trip.
Start with the meals and incidental expenses line, often called M&IE. Do not compare it with a total per diem figure that also includes lodging. This guide explains the common meal-rate questions for routine TDY; field duty and other special circumstances have additional rules. JTR paragraphs 020301 and 020304
First identify the type of day and meal rate
| What you see | Possible explanation | What to check |
|---|---|---|
| Less M&IE on the departure or return day | The travel-day calculation differs from a full TDY day | The itinerary and applicable locality rate |
| Government meal rate, or GMR | Qualifying lodging and three government dining meals are available, with the rate directed in the authorization | The authorization and actual dining arrangements |
| Proportional meal rate, or PMR | Qualifying availability of one or two government meals, or one or two deductible meals provided | Which meals, their availability or provision, and the applicable authorization conditions |
| Incidental expenses only | All three meals are provided at no cost under the applicable meal rules | Whether the meals qualify as deductible |
| An amount that does not fit the circumstances | A coding issue, changed arrangements, or another applicable travel rule | The specific date, rate category, and supporting documentation |
This is a troubleshooting map, not a substitute for the conditions in JTR Table 2-17. Check the explanation against your own trip before requesting a correction. JTR paragraph 020304 and Table 2-17
Government meal rate does not mean your meals are free
For a Service member, the standard GMR applies under defined conditions involving adequate government quarters or an Integrated Lodging Program facility on a U.S. installation, three meals a day available in a government dining facility on that installation, and direction in the travel authorization. The GMR does not apply while the member is traveling. JTR Table 2-17, DTMO meal-rate guidance
The distinction matters: a meal available for purchase in a DFAC is different from a meal furnished at no cost. Do not assume that seeing GMR means you should receive free food, or that deciding to eat at a restaurant changes your authorized meal rate.
Check the lodging arrangement, the available meals, and the authorization together. Schoolhouse training and other excepted circumstances can affect the payable rate, so use the instructions for your actual course. JTR paragraph 020304-D
Proportional meal rate is not a percentage you choose
PMR can apply when one or two government meals are available under the specified lodging and authorization conditions. It can also apply when one or two deductible meals are provided at government expense at no cost to the traveler, such as qualifying meals included in a conference fee. The conditions differ between those situations. JTR Table 2-17
The calculation uses the average of the standard GMR and the meals portion of the applicable locality M&IE rate, rounded up to the nearest dollar. The applicable incidental expense amount is then added. It does not average the GMR with the entire locality M&IE total. JTR Table 2-17, PMR computation
For a question about your amount, ask which meal category applies before trying to recalculate it. Buying fewer meals on your own is not the same as having deductible meals provided.
Meals available and meals provided are different questions
When reviewing your travel documents, separate these facts:
- Available: Was a qualifying government dining facility available under the applicable conditions, and was its use directed?
- Provided: Was a meal furnished at no cost, and does it meet the JTR definition of a deductible meal?
- Personally purchased: Did you choose to buy food elsewhere despite the authorized arrangement?
A complimentary hotel breakfast is another common source of confusion. JTR Table 2-18 distinguishes a no-cost complimentary meal from meals included in lodging under an agreement with the government. It also distinguishes meals included in registration fees. The word “included” alone does not establish the treatment. JTR Table 2-18
Keep the school's or event's meal information and ask about the specific arrangement. Avoid assuming every free breakfast reduces your allowance or that every provided meal can be ignored.
What if the DFAC is closed or your duty hours prevent access
Document the actual problem. Include the date, which meals were affected, the facility's operating hours, and the duty requirement or transportation issue involved.
JTR paragraph 020304-D identifies circumstances in which a dining facility is not considered available. Some require an approving official's determination, including incompatible duty and dining hours, excessive distance, inadequate transportation, or an adverse effect on mission performance.
When your authorization directs government dining but it is unavailable, the JTR calls for a statement explaining which meals were unavailable and why. The reason must be acceptable to and approved by the approving official; the authorization is then modified to document the meal-rate change. JTR paragraph 020304-D2 and D3
A useful request might read:
My authorization directs government dining. On Tuesday, the required training schedule overlapped the posted lunch service hours. I have the schedule and dining-hours information. What documentation should I submit for review of that day's meal rate?
Use your actual circumstances. The example is a way to describe the issue, not a statement that a higher rate will be approved.
Check travel days separately
For routine departure and return travel days, DTMO specifies 75% of the applicable M&IE rate. GMR and PMR do not apply on those travel days. The departure and return times do not change that percentage; stopovers can affect which locality rate applies. DTMO travel-day guidance
A smaller amount on the first or last day may therefore be correct even when the full TDY days use a different calculation.
What if the meal rate was reduced after you returned?
JTR paragraph 020304-A states that after travel is completed, meal rates can be reduced only if the traveler received a deductible meal. If a rate was lowered after your trip, ask your travel office to identify the reason and the applicable meal rule rather than assuming that a lower category can be applied retroactively. JTR paragraph 020304-A and Table 2-18
Is this a formally reduced per diem rate?
A GMR, PMR or travel-day adjustment is not the same as a formally reduced per diem rate under JTR paragraph 020308. That paragraph covers reductions based on prearranged lower costs or similar circumstances and requires a request and authorization before travel, using the applicable approval authority. If your documents specifically say reduced per diem, ask which authority and advance authorization support it. JTR paragraph 020308.
Use this checklist before asking for a correction
- Identify the exact date and M&IE amount in question.
- Confirm whether it was a travel day or a day at the TDY location.
- Read the meal-rate direction in your authorization.
- Confirm your actual lodging and dining arrangements.
- Separate available meals from provided deductible meals.
- Record changes, unavailable meals, and relevant duty constraints.
- Ask your travel support team which rule and documentation apply.
- Follow the approved process to update the authorization or voucher.
Do not overwrite a rate just to match a classmate's number. Ask what explains the difference first.
Compare preparation questions with your class
Members attending the same course can help identify useful questions: where to find current dining information, whether reporting instructions explain meal arrangements, and which schedule conflicts need clarification from the school.
TDY Spy is being built to connect Air Force members before their class begins. The aim is to help classmates compare practical dining questions and identify what needs clarification from the school. Your travel support team and approving official determine your individual entitlement and any rate change.
Common questions about reduced TDY meal rates
Does staying on base automatically mean I receive GMR?
The rate depends on the applicable lodging, meal-availability, and authorization conditions. Staying on base alone does not describe every condition in JTR Table 2-17.
Can I receive a higher rate because I chose not to eat at the DFAC?
Personal preference alone does not establish that the directed dining facility was unavailable. If there was an actual availability or duty-related problem, document it and use the review process in paragraph 020304-D.
Why does someone in my class receive a different amount?
Compare the dates, travel-day status, lodging arrangements, meal provisions, and authorization details. Similar courses do not establish identical circumstances or entitlements.
