A TDY rental car must be authorized or approved by the approving official to be reimbursed. The standard vehicle is a compact, and booking should go through the available electronic system or the TMC when that system is unavailable. Needing a convenient way around does not, by itself, establish approval. JTR 020209-A/B

Before requesting a car for an Air Force school, map the actual transportation problem: airport arrival, lodging-to-class travel, duty hours, equipment and any available shuttle. That gives the official reviewing the request concrete facts.

Explain the need with a trip plan

Make a short private comparison:

Part of the trip Question to resolve
Airport arrival Is an authorized shuttle or other transportation available at the arrival time?
Daily duty How will you travel between the approved lodging and reporting location?
Schedule Does available transportation operate when duty requires it?
Mission equipment Is there an official requirement to carry equipment or material?
Shared travel Are several authorized travelers moving together?

Verify current options with the school or transportation provider. Do not assume a shuttle runs because an old reporting guide mentioned one. Send the comparison through your unit's process and ask which transportation arrangement is authorized.

Choose the approved vehicle class

The JTR identifies the least expensive available compact as the ordinary choice. The approving official may authorize or approve a larger vehicle for specified reasons, including mission requirements, a medical disability or special need, multiple travelers, government material, safety, or a noncompact costing the same or less. If a different class is approved, select the least expensive car within that class. JTR 020209-A/B

If the rental counter offers something different, clarify whether it changes the cost or approved terms before accepting. Keep the final rental agreement, not just the original reservation quote.

Check insurance and fueling before leaving the counter

Verify that the rental is under the U.S. Government Rental Car Agreement. The JTR describes coverage under that agreement and restricts optional-insurance reimbursement, with specified foreign-law and classified-operation exceptions. Do not buy an optional package assuming it will be reimbursed; ask the TMC about an unclear rental arrangement. JTR 020209-D

Prepaid fueling at the rental company is not authorized under Table 2-8, rule 14. Plan a refueling stop before return. The table provides a separate approval provision when complete refueling is prevented by specified circumstances, such as safety or fueling-station availability. JTR Table 2-8, rules 4 and 14

Photograph the vehicle's condition and retain the check-out and return records as practical protection against a disputed charge. That record does not replace any required approval.

Sharing a car does not mean duplicating the claim

When multiple travelers go to one location, only the traveler booking the rental may claim expenses associated with its use. Additional drivers identified on the rental agreement may be reimbursed for fuel and oil under the rule. JTR Table 2-8, rule 3

Agree on the transportation plan before travel and ensure authorized additional drivers are documented by the rental company. Avoid submitting the same fuel receipt on two vouchers. If a classmate's schedule changes, revisit the plan rather than assuming their authorization covers your replacement arrangements.

Tolls and parking have their own conditions

The approving official may authorize or approve qualifying ferry fares, tolls and parking expenses. Necessary official-use toll transponders also have a provision. Administrative fees for failing to pay a toll are not reimbursable under these rules. JTR Table 2-8, rules 15–16

Ask how the rental company processes tolls and identify the difference between a toll, an authorized service and a penalty. Keep personal outings and their costs separate from official transportation.

If a rental car is not approved

Confirm the approved alternative before departure. Check the actual pickup location, service hours, reservation requirements and how you will reach class on the first morning. Do not arrive relying on an informal ride that no one has agreed to provide.

TDY Spy is being built to connect Air Force members in the same class. Discussing arrival options and shared logistics can reveal questions to resolve early. Any shared vehicle, driver or reimbursement arrangement still needs to follow official authorization and rental terms.
