Off-base TDY lodging can be appropriate, but you need to check required lodging, availability documentation and your reimbursement limit before booking. For a service member ordered to a U.S. installation, adequate and available government quarters are required. At an Integrated Lodging Program (ILP) site, other available program lodging must be used when adequate government quarters are unavailable. JTR 020303-B1
“Off base” describes a location, not an entitlement category. A commercial hotel outside the gate might be an ILP option. Conversely, finding a hotel below the published locality rate does not alone resolve all required-lodging rules. This guide focuses on ordinary service-member TDY; civilian and foreign-installation provisions differ.
Follow the lodging sequence for your assignment
Read the orders and course reporting instructions first, especially if the school arranges rooms. Then use the government electronic travel system or servicing Travel Management Company (TMC) to follow the applicable lodging process. If an ILP option is unavailable or unsuitable for mission-related reasons, the approving official may authorize or approve conventional commercial lodging. JTR 020303 and 020303-A1
Before making a separate reservation, resolve three questions:
- Which lodging options must I use for this destination?
- What records establish unavailability or an applicable exception?
- What nightly amount may be reimbursed for the alternative?
A preference for a different neighborhood, amenities or loyalty program is not the same as documented nonavailability.
Do you need a nonavailability letter or number?
The JTR refers to a certificate of nonavailability number issued through the service's lodging registration process. When government quarters are unavailable, a service member generally needs that number to justify commercial lodging and per diem. The rule includes an exception when the travel system electronically retains the required availability documentation. JTR 020303-E/F
Ask your travel office how the documentation appears in your authorization. Do not assume a screenshot of a commercial booking search substitutes for the lodging process, or that a paper letter is always required when the system already retains the applicable record.
Table 2-14 also states that a member initially provided a nonavailability number for an installation does not have to seek or check government quarters there again. Confirm that your record applies to the actual assignment and lodging dates. JTR Table 2-14, rule 2
What if you choose another hotel without an exception?
When adequate government quarters are available at the assigned U.S. installation but a member chooses commercial lodging, reimbursement is limited to the government-quarters cost. Declining available ILP lodging without a valid exception also limits reimbursement to what the government would have paid under the program. JTR Table 2-14, rule 6; 020303-H; Table 2-15, rule 1
For example, a room advertised below a $150 locality ceiling could still exceed an applicable $95 required-lodging limit. Those figures are illustrative. Resolve your actual limit before relying on the advertised rate.
Reimbursement limits do not erase a school's lodging instructions. If you attend a service school, do not assume a general mission-impact exception automatically applies: paragraph 020303-E2 expressly excludes members attending a service school at a Uniformed Service facility from that particular provision.
A nonavailability number does not approve any price
Nonavailability addresses the required lodging's availability. A room above your applicable allowance raises a separate actual expense allowance question. Get the approving official's decision on the alternative and any higher limit before committing to a cost you cannot absorb. JTR 020303 and 020307
Likewise, hotel and motel availability should be considered before a home-sharing property. The JTR permits nonconventional lodging under specified availability or mission circumstances with authorization or approval; it is not interchangeable with any hotel booking. JTR 020303-A1 and Table 2-15, rule 14
Send a useful lodging question
Use a short factual request through your official travel-support channel:
My TDY is to this installation for these authorized dates. The required lodging process shows this availability result. These alternative rooms are available at these nightly rates. Which option should I reserve, what availability documentation should be retained, and what reimbursement limit applies?
Attach supporting records privately where your unit directs. Include cancellation deadlines if a decision is time-sensitive. Keep any approval and the final itemized lodging receipt with the trip.
Plan the arrival around the approved room
Once lodging is resolved, think about the commute, gate access, reporting time and meals. TDY Spy is being built to connect members attending the same class so they can discuss those practical questions before arrival. Another classmate's room or nonavailability number does not establish your own lodging authorization.
