If the available hotel costs more than your Air Force TDY lodging allowance, confirm the applicable limit, follow the required lodging search process, and raise the shortfall with your travel support team before committing to the higher cost. An actual expense allowance may be available in qualifying circumstances, but an expensive room does not automatically qualify for full reimbursement.
This guide covers routine TDY lodging and ordinary actual-expense authority; rare OCONUS exceptions and detailed tax rules are outside its scope.
The first task is to identify the actual problem: required lodging is unavailable, the room exceeds the applicable ceiling, or the total includes taxes and fees that need separate treatment. Those questions can involve different rules. The starting points are JTR paragraph 020303 for lodging and paragraph 020307 for actual expense allowances.
Check which lodging limit applies
Do not assume the locality's published lodging ceiling is the amount you will receive for any hotel you choose. Under the standard method, eligible actual lodging costs are reimbursed up to the applicable limit. Required government lodging or Integrated Lodging Program arrangements can affect that limit.
For example, DTMO explains that declining available required ILP lodging without the applicable authorization can limit reimbursement to what the government would have paid for that lodging. That amount can be below the locality rate. JTR paragraph 020301, DTMO lodging reimbursement FAQ
Before comparing hotel quotes, confirm:
- Your official TDY destination and dates.
- The lodging arrangements required by your orders or school instructions.
- The applicable nightly lodging limit.
- Whether the quoted amount is the room rate alone or includes other charges.
For a stay with different nightly prices, retain the nightly breakdown rather than comparing only an average.
Follow the lodging process before searching on your own
The JTR directs TDY lodging reservations through a government electronic travel system or the servicing Travel Management Company, subject to its applicable provisions. Service members ordered to a U.S. installation must use adequate and available government quarters; at an ILP site, other available program lodging must be used when adequate government quarters are unavailable. JTR paragraph 020303 and 020303-B1
If the required option is unavailable or unsuitable for mission-related reasons, ask your travel support team what the next authorized lodging option is and what documentation is needed. Do not treat an empty search result as permission to choose any room at any price.
A school may also provide reservation instructions. Read those before making a separate booking that conflicts with an arranged room.
Nonavailability and a higher allowance are different questions
Think of the review as two decisions:
| Question | What needs to be resolved |
|---|---|
| Can I use a different lodging option? | Required lodging availability, applicable program rules, mission needs, and supporting documentation |
| Can I receive more than the ordinary applicable allowance? | Whether an actual expense allowance or other applicable authority is authorized or approved, and its maximum amount |
Documentation that supports using a different hotel does not, by itself, establish an unlimited reimbursement amount. The JTR addresses lodging arrangements in paragraph 020303 and the separate actual-expense authority in paragraph 020307. Current JTR
When an actual expense allowance may help
An actual expense allowance, or AEA, is a reimbursement method for unusual circumstances involving actual and necessary expenses above the maximum locality per diem rate. When authorized before travel, it must be stated in the travel authorization. JTR paragraph 020307
The JTR identifies circumstances that may support AEA. Examples include a temporary cost increase associated with a major event, and a situation where affordable lodging is unavailable within a reasonable commute and commuting from cheaper lodging would cost more than using the more expensive option. These are grounds for consideration, not automatic approval. JTR Table 2-19
Paragraph 020307-A permits an approving official to authorize or approve AEA up to 300% of the locality per diem rate under the governing rules. That is an authority ceiling, not a routine entitlement or a promise of three times your hotel rate. Reimbursement is limited to the lesser of eligible actual expenses and the authorized AEA maximum. Ask which method and daily maximum apply to your specific request. JTR paragraph 020307-A and B
Gather information that explains the shortfall
A useful request gives the approving official enough information to understand the problem. As a preparation checklist, gather:
- The TDY location and exact lodging dates.
- The required lodging options checked and their availability.
- Available room quotes with nightly rates and itemized charges.
- The date each quote was obtained and relevant cancellation terms.
- Any mission requirement affecting where you can stay.
- For a commuting comparison, the distance, practical transportation options, and estimated costs.
Ask your unit which documents it requires. This list helps organize the facts; it is not a universal mandatory AEA packet.
A factual inquiry could read:
I need lodging for the authorized TDY dates. The required option is unavailable, and the available alternatives exceed the amount shown for lodging. I have the availability information and nightly quotes. Which lodging option should I use, and should I request an actual expense allowance before booking?
Use your actual facts. If you have already booked or traveled, provide the receipts and circumstances promptly and ask what review is possible. The JTR uses both authorization and approval language, but reimbursement should not be assumed before the appropriate decision.
Know what the approved amount means
For an AEA authorized for lodging only, paragraph 020307-E allows actual lodging costs up to the authorized AEA maximum. Lodging-and-M&IE AEA has additional itemization requirements under paragraph 020307-F. Confirm the scope of the approval rather than assuming every component of the trip has changed. JTR paragraph 020307-E and F
As an illustration, suppose your written approval establishes a $180 lodging-only daily maximum and your eligible room charge is $165. The lodging reimbursement would be based on $165, not $180. If the charge were $190 with no further applicable approval, the same maximum would leave a $10 difference. These are invented figures; taxes and other charges are excluded from the example.
Keep the approval with your travel documents, check its dates and limits, and preserve the itemized hotel receipt for the voucher.
Avoid creating another cost while fixing the first
Before replacing a reservation, check its cancellation deadline and terms. The JTR makes travelers responsible for canceling within the established timeframe to avoid no-show charges. Keep the cancellation confirmation when a reservation changes. JTR paragraph 020303-A3
If the situation is urgent, contact the servicing travel support or TMC for instructions. Document the available options and the guidance you receive instead of assuming a later voucher will resolve the difference.
Use classmates to prepare for the practical questions
Members heading to the same course can help surface questions about arrival, transportation, and the school's lodging instructions. Those discussions are useful preparation, but another member's hotel choice or approval does not establish your own reimbursement.
TDY Spy is being built to connect Air Force members attending the same class. The aim is to help classmates discuss the school's lodging instructions, transportation options and arrival questions before departure. Your travel office and approving official handle lodging authorization and reimbursement.
Before you book
- Confirm the applicable lodging limit and required booking process.
- Check the school's lodging instructions.
- Document required lodging availability and available alternatives.
- Separate room rates from taxes and other charges.
- Ask whether AEA or another applicable approval is needed.
- Confirm the approved method, maximum amount, dates, and documentation.
- Check cancellation terms and retain confirmations and receipts.
